TUNIS — Tunisia’s General Directorate of Taxes (DGI) has recorded an overall satisfaction rate above 80% among businesses, according to a recent survey of medium and large enterprises. The results point to growing confidence in the tax administration’s service quality as it accelerates digital transformation and standardises procedures.
The survey highlights strong approval for frontline service and professionalism, with most respondents reporting positive experiences during routine interactions and post-audit follow-ups. Companies also cited improvements in how the DGI communicates, the clarity of guidance provided, and the confidentiality with which taxpayer information is handled. These factors, which directly shape voluntary compliance, suggest that the administration’s focus on predictable processes and respectful engagement is resonating with frequent users of the system.
The DGI’s drive to modernise has centred on expanding online services, tightening invoice and documentation controls, and pushing ahead with electronic invoicing in priority segments. While the new obligations raise compliance expectations, they also reduce administrative friction for firms that adapt early by enabling quicker reconciliations, cleaner audit trails, and fewer post-filing queries. The tax administration’s next test will be to translate positive perceptions into measurable service gains—shorter refund turnaround times, faster dispute resolution, and higher first-contact resolution rates—across all regions, not only in major urban centres.
Methodology matters, and the profile of surveyed companies should be taken into account. Larger firms and those based in the capital tend to interact more frequently with the DGI and may benefit first from digital tools and upgraded front-office capacity. To sustain momentum, authorities will need to ensure that the same quality of service and digital accessibility reaches businesses in the interior regions and among smaller enterprises that were less represented in the current sample.
The headline findings nonetheless indicate that Tunisia’s tax administration is becoming more predictable, responsive, and data-driven. As the DGI consolidates its reforms—particularly around e-invoicing and strengthened VAT procedures—maintaining clear guidance and ongoing taxpayer support will be essential to lock in compliance gains and widen the tax net without resorting to punitive measures.
